"The (CA) regulations...have provisions on forming various subject wise committees, methods of passing bills on constitution, ways of their authentication and so on.
The regulations will now be passed by the CA paving the way for starting the process of writing new constitution.
In absence of the regulation, the process of writing the constitution could not start even eight months after the CA election." NepalNews.com, 11 Nov 08
It is with great relief and anticipation that this writer greets the above news. Finally, the process of drafting a new constitution can begin. Finally, the 601 CA members can start earning their salaries. Finally...finally...
We the People are holding our breath, dear Samsads. Please don't let us self-suffocate!

The Maoists want to take it back to the Panchayat System with themselves at the helm. The King wanted to take it back to the Panchayat System with himself at the helm. The only opponents are the discredited Parliamentarians. Anyway who wants the new constitution? U.N.?
I can see your point Anon 12:14. But if a new constitution is not needed (and I personally am not at all sure it is), who is going to tell the Constituent Assembly members that they are out of their lucrative jobs?
The U.N. is here to serve Nepal, not the other way around. Our leaders haven't got that into their thick heads yet. No question of the U.N. wanting anything!
I am all for the Back to the Village National Campaign. The samsads can go back and till the soil, make Nepal fruitful!
I don`t see how the constitution will be written in a year or even two. They rules have just been written and the match has yet to begin. With no whip it will be next to impossible for the CA members to agree on any given agenda.
But not to worry-Britain is doing fine without a written constitution!
Yes, Govind, we need another Winston Churchill or even a Margaret Thatcher here - but where do we find anyone who cares about this country and who is in a position of power right now?
So what is it going to be...Plato's republic or Solonian democracy?? BTW you should take heart. According to Francis Jennings, 'the founding father's' too had feet of clay. John Hancock was the biggest smuggler in Boston; Henry Laurens the biggest slave trader; George Washington and Benjamin Franklin were land grabbers....but then America may not be a good analogy today!
who here believes that we need a new constitution... have we had honest leaders(sic) who put country above self/party or family in our case... all we needed to do was amend the '92 constitution , add the republic/remover HMG etc...then get it ratified by the people... imp issues as federalism/ secularism all could have been addressed in that election but no... we all want to get rich quick.... and hog power... and place antiquated laws/regulations saying it is for the people... when it is the people that are being burdened with added debt..what has the election brought us??? old wine in a new bottle!!!!
POL101 is not going to hack it. "Republic", "Democracy", "American Founding Fathers" - Nepal has to come up with a form of government that is best for Nepalis in the context of Nepali realities.
Anon 11:24, I'm all for reviving and revising as needed the previous constitution, once touted as "best in the world". Unfortunately, time waits for none of us. Almost 2 decades of misgovernment, communist rebellion, and the events of the past year make it imperative that a proper new constitution be drafted and accepted. There ain't no going back!
it is so easy to blame so and so...for all our short comings...the old constitution is good, the fault lies with the then govt and others who corrupted the government..if you are sick, do you cut off your diseased organ, or treat it and prevent it from happening again?? seriously, be matured we screwed up... are we too late??? or shallwe become another afghanistan????
